Can i buy a year half fare travel card if i live outside of Switzerland?

In theory, yes.
However, for dispatching the SwissPass card, it is advisable to have a c/o address here in Switzerland or in one of the neighbouring countries.

When purchasing the Half Fare Card online, you can enter the data for the following documents online: Passport or ID card from Switzerland, Germany, Austria, France, Italy and Liechtenstein.

At the counter you can also get ID from other countries, there is a list with all accepted ID: Accepted ID documents: Akzeptierte Ausweisdokumente (swisspass.ch)
