Does half fare card really mean discount is half the price?

Dear Sir/Madam,

I brought an yearly half fare card, I want to purchase a local network ticket in Adliswil.
The regular ticket cost for 24 hour costs 5.40 CHF, but with the half fare card it costs 4.60 CHF.
I save 1.20 CHF only, I wonder how the half fare card works in this case?
I was expecting 2.70 CHF but not 4.60 CHF.
Can you please explain?

While the Half Fare Card indeed offers tickets at half fare for long-distance travel, in fare networks such as ZVV and for short distances, however, the Half Fare Card grants a reduced fare only, which can be less than half the cost of a full fare ticket.

What concerns your example is that ZVV is responsible for the pricing of your journey. You would have to contact the ZVV customer service to understand why the difference is CHF 1.20 only.
