That’s annoying, but usually caused by other customer devices, perhaps even yours? Is it a device from Switzerland with a Swiss plug?
It can occasionally happen that devices (laptops, mobile phone chargers) cause an overvoltage, which subsequently and immediately deactivates the FI switch. It detects even the smallest fault currents and switches off the power supply.
These kinds of circuit breakers and FI switches are not checked daily, as they are not relevant for the safe operation of the train, but as part of routine maintenance. If you can tell us what time you were using the S11 train and in which part of the train you were sitting, we can open a repair ticket so that the coach can be checked.
A word about the high prices: the prices within the ZVV tariff network are given by the ZVV and the canton of Zurich, the latter of which is greatly subsidising the ticket prices. The SBB, like the many other transport companies in the ZVV network such as Postauto, SOB, VBZ etc., neither have an influence nor a saying on the pricing; they simply operate the trains and buses on behalf of ZVV.
