From my experience it usually takes 10 days.
Kindly contact the SBB Travel Center in a station of your choice, or call the SBB Contact Center at 0848 44 66 88 (0.08 / min, waiting times may occur; they are better reachable after 9 p.m.)
It looks to me like the issuance of the card is stuck, this is usually the case when the photo does not meet the requirements.
