Disabled passanger needs help

Good day, I’m Dora Çatmabacak.
I am a citizen of the Republic of Turkey and I am autistic. My autism makes me 40% disabled.
My doctor said I had the right to free transportation rights . I wonder how I can do this?
Attached I am sending you my doctor’s report, my disability card and my residence card.
