We are not the SBB customer service and therefore not in charge to decide whether a refund request will be accepted or not. When you applied for a refund, you can obtain the status of your request through the app.
There is no obligation to accept your refund.
However, the train staff was already very courteous by selling you the right ticket on the train.
Officially and according to the tariff, they aren’t allowed to do so; consequently, you were to pay a new ticket plus a penalty of CHF 90, as it is the case with residents, too. And no, no difference is made in the treatment of tourists versus locals; for the sake of fairness all train passengers are treated alike.
If you get a refund than you are simply lucky for a second time. Take it, don’t take it as granted.
