Yes, the boats on Lake Lucerne are also operational in November, yet on a very reduced schedule. The timetable has not been published yet.
November is actually the worst month for travelling to Switzerland. Most tourist sites will be closed, many cable cars are not in operation due to maintenance, many hotels in the mountain resorts are closed, and the weather is often depressing. Better would be to come before mid-October or after mid-December.
