Transfer physical ticket to another person

Can I give a physical ticket (bought at the machine) to another person if I don’t use it?

Yes, but only physical paper tickets.

And if they were purchased at ½ fare, the other person must be in the possession of a Half Fare Card as well.

Paper tickets are impersonal, no matter the fact it was partially used.

That depends on the ticket type:
It’s ok with a zone ticket of a regional fare network (such as ZVV, Libero or TNW) which allows unlimited journeys within the zones and validity period stated on the ticket.
It’s not allowed with an already used point-to-point ticket (across fare networks), as this ticket type only allows one journey (per direction in case of a return ticket).
