You do not mention whether you are a resident or a tourist. From reading your lines, I assume you are a resident. It might be that your photo is insufficient to be used on the card.
The SwissPass Mobile cannot be used until your physical card has arrived at your home address. You need the physical card in order to get your SwissPass Mobile to work.
