Half fare card for tourists

I’ve been trying to purchase a tourist half fare card via my Swiss passport account but I keep getting an error message when I want to purchase the card. What’s the reason for this? Can I not purchase the card via the Swiss passport account? Do I need to buy it as a guest? Many thanks!
