Half-fare pass if you are not a Swiss resident

Can you get the half-fare pass if you are not a Swiss resident, so without a Swiss ID?

There is the annual Half fare card mostly used by residents, as well as the 1-month Swiss Half Fare Card for tourists. Both are available.
