I have bought 4-days pass, do I have to buy Half Fare Travelcards? Can I refund this tickets?

It depends on which pass you’ve bought. The one for CHF 139 requires a half fare card, the one for CHF 199 not.

I bought The promotion ticket for CHF199 (1st class). I ask to refund this ticket, and recived the reply mail: “The credit will be issued without further notice within 10 days to the means of payment used for the purchase, provided that the conditions for the refund are met”. So This means my ticket can be refund, right?

In theory yes. The promotion is no longer on sale, hence you will not be able to buy another promotional pass yet a normal pass at regular price.
