Reservation of a seat on an international train

Hi, I would like to travel to Vienna on August 27 by RailjetExpress 161. After selecting two first class tickets, I want to make a seat reservation, but this is not possible. I can see the message “reservation not possible”. Does this mean that there are no free seats on the train? At the same time, the train occupancy information system shows that the occupancy is not high.
