Assuming you’re talking about Zurich:
The validity of ZVV short distance tickets is determined by the route length within the same zone, max. 2.0km within Zurich (Zone 110) and 3.2km within Winterthur (zone 120).
The easiest way to find out (instead of measuring distances on Google maps) is to simply look up the connection in some SBB or ZVV online timetable and check the single ticket price offered for it. 2.40/2.80 would mean a short-distance ticket, higher prices a regular ticket.
In your example you’re crossing the zone 110 border, so short-distance tickets won’t work anyway, regardless of the distance.
